The Rachel Foundation Your Children Will Return... Jeremiah 31:17 The Rachel Foundation for Family Reintegration provides reintegration programs and services for parents and children whose bonds of love and affection have been damaged or destroyed by abduction and / or alienation due to a variety of causes. The Rachel Foundation rebuilds parent-child bonds, one family at a time. Using a multidisciplinary, integrative approach, its programs address the therapeutic, social, physical, educational and cultural needs of child and parent, in the supportive home environment of Rachel House, in the Texas Hill Country north of San Antonio. The Foundation also provides consultation services. The Rachel Foundation is a non-profit organization that rebuilds parent-child bonds. It provides educationalintergration programs and support housing for parents and children whose familial bonds have been damaged or broken. Bob and Pamela Hoch, are co-founders and directors, The Rachel Foundation for Family Reintegration. Situated in the Texas Hill Country north of San Antonio, it provides residential reintegration programs and other services to reunite parents and children whose bonds have been damaged or destroyed by abduction, alienation or estrangement. The Rachel Foundation collaborates with U.S. federal and state courts, the National Center for Missing and Exploited Children, the U.S. Department of State, Office of Children’s Issues, the U.S. Department of Justice, Missing and Exploited Children’s Division, law enforcement, Central Authorities in cases involving the Hague Convention on the Civil Aspects of International Child Abduction, and professionals in agency and private practice. Family court judges and agency representatives from other countries recently visited Rachel House to learn about Rachel programs and services to courts. Dr. Ferrell became involved with Rachel Foundation in 2000/2001 after he had been Court Ordered to evaluate the parents and a child with respect to custody, access and other best interest of the child concerns. As the report was being completed, one parent abscounded with the child from the protection and jurisdiction of the Court, returned to Europe where they unsuccessfully attempted to open the case in that Venue. That parent refused to return the child to Texas and Rachel Foundation was asked to help facilitate her care once she was returned to the United States (with the help of police officials in that country and U.S. state department officials). When the child returned to the U.S., she was returned to her other parent and grandparents ... and Rachel Foundation where she flourished. Despite attempts to overturn the Court rulings and multiple attempts to fault find the Texas legal systems by filing grievances against mental health professionals, attorneys and judges, Rachel Foundation were highly professional and rebuilt the parent-child bonds that were impacted and shortly thereafter, Dr. Ferrell was asked to assume a seat on the Board of Directors of Rachel Foundation where he continues to serve that organization to this date. The mother testified that she followed the instructions of the lawyer/advisor which seemed to include recommendations to take the child and not return for the final hearing on the merits, such advise which continues to prevent her easy access with that child. The attorney/advisor in that case subsequently represented another mother in 2005 when her children were ordered to be taken from her and placed with the father at Rachel Foundation. She then filed lawsuits against Rachel Foundation, it's Directors in Gillespie County and then included Dr. Ferrell in a suit in Bexar County when the Gillespie County suit was almost immediately summarily dismissed. The second case was filed but was never brought for final merits and the lawsuit was dismissed by the Court for lack of prosecution (perhaps merit as well) in May, 2010. You have an absolute right to know of these last facts, even though Dr. Ferrell's inclusion in case # two seemed to be primarily to be able to file in Bexar County, and although he did not provide psychological to either party or the subjects of the suit. Dr. Ferrell continues to have high regard and confidence in Rachel Foundation to care for the needs of the children of Texas who are abused, abandoned, alienated or abducted.
